Delaney Hall Celebrates Decade of New Beginnings

Facility Contributed to
$15M Savings for Essex
County in '09

Newark, NJ April 27 -
Delaney Hall, CEC's 1200-bed
residential reentry center in
Newark, New Jersey, celebrated
its tenth anniversary of operations
today with a celebration
highlighting its many graduates.
Joining the Delaney Hall alumni
were The Honorable Chris Christie,
Governor of the State of New
Jersey, The Honorable Sheila Oliver, Speaker of the New Jersey State Assembly, and The Honorable Joseph N. DiVincenzo, Jr., Essex County Executive.

"Today we were reminded of the need for effective reentry programs as we listened to the countless success stories of Delaney Hall graduates. I want to congratulate the alumni and all the Delaney Hall staff over the years, that have made this facility such a valuable resource for the agencies it serves," said John J. Clancy, Chairman and CEO of CEC.

Delaney Hall opened its doors on May 2, 2000 to provide reentry treatment services to 250 offenders referred from the Essex County Correctional Facility. Today, Delaney Hall is a 1200-bed facility servicing Essex County, the New Jersey State Parole Board and Union County.

Delaney Hall incorporates the CEC Reentry Treatment Model which consists of assessment, treatment and alumni services. A full healthcare program provides a continuum of services consisting of routine ambulatory care services, specialty care, emergency care, dental services, mental healthcare, as well as case management and utilization review services. The model combines the standardized assessment of offender risks/needs and cognitive-behavioral techniques in a modified Therapeutic Community environment.

"The treatment services at Delaney Hall are designed for short-stay county population and like all our reentry treatment programs focus on reducing recidivism. The facility has led the way for treatment of county populations since its inception in 2000," said Dr. Robert Mackey, Senior Vice President for Clinical Services.

The program provides a true continuum of care to successfully integrate former inmates back into their home communities. Residents receive substance abuse treatment, aftercare and alumni services, life skills training, conflict resolution and anger management treatment, individual, group, and family counseling, educational remediation, changes in criminal thinking, and risk and psychological assessments.

"The treatment programs at Delaney Hall gave me the opportunity to step-back from a life of drug addiction and crime. The staff at Delaney Hall opened my eyes to a new way of thinking," said Tim Dobson, former Delaney Hall resident and owner of his own construction company.

Delaney Hall is accredited by the American Correctional Association (ACA), earning a perfect score on mandatory and non-mandatory standards. ACA accreditation is nationally recognized as a benchmark of excellence for the operation of correctional facilities in the United States.
