Dr. Ralph Fretz
Director of Assessment and Research
Dr. Ralph Fretz, Director of Assessment and ResearchDr. Ralph Fretz is the Director of Assessment and Research for Community Education Centers. After earning his M.S.W. from Columbia University in 1982, Dr. Fretz supervised an adolescent day treatment center. He has also worked as the supervisor of an outpatient mental health clinic. In 1998, Dr. Fretz earned his Ph.D. from Seton Hall School of Professional Psychology. His dissertation was selected for the Distinguished Dissertation Award. Dr. Fretz has worked with a variety of population including children, juvenile and adult offenders, psychiatric inpatients and sex offenders. His areas of interest include outcome research and family interactions in high conflict families.
Dr. Fretz's work has been published in corrections journals, including Corrections Today and Best Practices. He was the co-author of a manual for a nationally used risk assessment instrument and has given presentations on a variety of topics, including the development of Assessment Centers and family therapy techniques. |

Ed Roberts
Director of Treatment Operations
Mr. Roberts previously served as the Clinical Director of the Texas Department of Criminal Justice's Substance Abuse Treatment Program. In that capacity, he was responsible for developing all substance abuse treatment curricula for use in the state's prisons, jails, substance abuse felony punishment facilities, pre-release, and youthful offender programs. Mr. Roberts is the author of "Addiction and Recovery Education" and co-authored the "Turning Point" and "Cognitive Intervention for Substance Abusers" curricula, which have been implemented by state, federal, and private prison treatment programs. |

Dr. Scott Cone
Deputy Director of Treatment for Talbot Hall
Dr. Cone is the Deputy Director of Treatment for Talbot Hall for Community Education Centers. He earned his Ph.D. in clinical psychology from Fordham University and is a licensed psychologist in New York and New Jersey. In addition to his duties as the director of treatment services at Talbot, he is a contributor to CEC research endeavors and chairperson of the corporate Treatment Leadership Committee. Dr. Cone has published an article related to Treatment Motivation and presented on the Recovery Oriented Integrated System (ROIS) at a national TC conference. Prior to his work at CEC, Dr. Cone worked as the treatment director for a 200 bed residential treatment center serving a co-educational adolescent juvenile justice and foster care population from New York City. |

Dr. Angela Mims, Ed.D.
Corporate Director of Women's Programs
Angela Mims began her employment with Community Education Centers in 1999 at the Albert "Bo" Robinson Assessment and Treatment Center located in Trenton, New Jersey as an Assessment Counselor. In 2003, Dr. Mims was promoted to the Assistant to the Director. In 2004, Dr. Mims was appointed to the Administrator of Women's Programming and Services. In 2009, Dr. Mims was appointed as the Corporate Director of Women's Programs. She holds a Master of Human Services Degree from Lincoln University and a Doctor of Education Degree from Fielding University. She has worked with male and female adult offenders since 1994. |

Dr. Louis M. Barretti, Ph.D., LCADC
Director of Family Services
Dr. Louis Barretti has been employed at CEC since its inception. He supervises the Family Services Programs at 29 sites throughout the country. Additionally, he supervises interns for several universities who are placed at sites in New Jersey and Pennsylvania. Dr. Barretti received His Ed. S. and Ph.D. degrees from Seton Hall University in Marriage and Family Therapy. Dr. Barretti is a Licensed Psychologist, Licensed Marriage and Family Therapist, Licensed Clinical Alcohol and Drug Counselor and an AAMFT Approved Supervisor with 35 years experience in the field. |
