CEC Hires Gary Starbuck to Head New Wyoming Facility
ROSELAND, NJ (November 17, 2004)—Community Education Centers (CEC) is pleased to announce the appointment of Gary Starbuck as Director of the Casper Re-entry Center—a 400-bed secure residential facility in Casper, Wyoming, which is slated to open in January 2005. Mr. Starbuck was formerly the Warden of the Wyoming Honor Farm in Riverton, a minimum security facility.

Mr. Starbuck joined Community Education Centers in September after a 22-year career with the Wyoming Department of Corrections (DOC). “His strong leadership background and expertise in corrections has been instrumental in preparing for the opening of the Casper Re-entry Center,” said John Clancy, President of CEC. As Director, he will oversee operations at the new facility.

“This facility is the first of its kind in Wyoming and will be serving a much needed purpose in the State,” said Mr. Starbuck. “I look forward to working at the facility and helping CEC carry out its mission to provide treatment services to the referred populations,” he added.

The Casper Re-entry Center is a substance abuse treatment and work release facility that will house Therapeutic Community (TC) and community corrections/work release populations referred by the Wyoming DOC. Construction of the project is approaching completion and CEC expects to admit TC residents beginning in January 2005.

The secure facility has been designed for intensive treatment and consists of counseling rooms, two dining rooms, day rooms, an indoor gym and outdoor recreation areas for both populations. The TC portion of the facility is completely separate from the work release population.

The Wyoming DOC awarded CEC a contract for a 100-bed TC program in July, 2003. Under the terms of the contract, CEC will provide substance abuse treatment and medical services for TC inmates under the custody of the Wyoming DOC. In addition to housing the TC program, the new facility will replace the existing Community Alternatives of Casper (CAC) facility and house 180 work release offenders currently residing in CAC.

Mr. Starbuck has served as the President of the Wyoming Corrections Association and is a decorated Vietnam veteran who served in the U.S. Army. He has been married for 32 years and has three grown children.
