Technical Rules Violation Center
ROSELAND, NJ (February 28, 2001)--Community Education Centers (CEC) has received approval from the Indiana Department of Correction to build and operate a correctional treatment facility in Indianapolis, (Marion County) Indiana. The Technical Rule Violation (TRV) Center will initially house 115 residents, with additional offenders anticipated in future years. The DOC will refer residents to the Center from community corrections facilities and probation departments around the state. The Technical Rule Violation Center will be the first of its kind in the State of Indiana.
"We are extremely pleased to be working with the Indiana DOC on this worthwhile project," said John J. Clancy, President and CEO of Community Education Centers. "We’ve talked to corrections people throughout the state and there is no doubt that there is a critical need for this type of treatment facility. We are proud that the Department of Correction has placed their faith in our company to develop this project."
Specializing in the provision of assessment, life-skills training and drug and alcohol treatment services, CEC currently operates five adult facilities in New Jersey that provide rehabilitative services to over 2,000 residents daily. CEC additionally owns and operates 16 adult and juvenile facilities in Colorado, New Hampshire, South Carolina, South Dakota, Utah, Montana and Wyoming.
"We have identified a site in Indianapolis that we feel is ideally situated to serve the needs of local probation departments and community corrections agencies throughout the state," Clancy added.
CEC designs, constructs and operates its facilities using a blend of correctional and clinical staff. The company provides a safe and secure environment along with proven cognitively based treatment programs. CEC programs ease the burden on local jails, probation departments and community corrections facilities while also lessening the burden on taxpayers through a reduction in recidivism rates.
"CEC is uniquely qualified for this project," Clancy said. "The comprehensive nature of our treatment programs is the key to our success. As with any new concept, the experience of a prospective operator is crucial to the successful outcome of a project. Our success at managing similar treatment facilities in other states was a key factor in convincing the Indiana Department of Corrections that CEC will operate a facility that will be a source of pride, not only to our company, but to the State of Indiana as well."
