CEC Welcomes New Professional Staff to Lipman Hall


In an effort to ensure the continued success of CEC's Lipman Hall program, the company has revised the organizational structure and assembled a new management team at the facility. CEC is pleased to welcome the following new additions to its Lipman Hall program:

Nicholas R. Scalera has assumed the position of Director of Lipman Hall. Mr. Scalera has more than 30 years experience in children and family services. From 1989 to 1994, Mr. Scalera served as Director of the NJ Division of Youth and Family Services (DYFS), the State's child protection and family preservation agency. He was Assistant Director from 1972 to 1989. Since 1995, he has administered his own consulting firm, which specializes in child care, child welfare, human services and human care licensing. In addition, for the past four and a half years, Mr. Scalera has served in a consulting capacity helping CEC develop and start up the Lipman Hall program. He earned an MS "Cum Laude" from Columbia University and a BS in social studies from Seton Hall University.

J. Patrick Byrne will join the Lipman management team as Director of Administration effective July 29, 2002 and will report to Mr. Scalera. Mr. Byrne joins CEC after 25 years with the NJ Division of Youth & Family Services where he held administrative positions of increasing responsibility. Most recently, he held the position of Chief of Staff. Mr. Byrne holds a Bachelor of Science degree in Business Administration from the College of New Jersey.

Dr. Stephen Manocchio, Medical Director, has been providing medical services to CEC since 1994 and is part of the Lipman management team reporting to Mr. Scalera. Dr. Manocchio has over 20 years of experience in infectious disease medicine and working with alcohol and drug dependent adults and adolescents. He is affiliated with St. Frances Hospital in Jersey City, NJ, St. Mary Hospital in Hoboken, NJ and Meadowlands Hospital in Secaucus, NJ. Dr. Manocchio received his medical degree from Autonomous University of Guadalajara Medical School and his Bachelor of Science degree in Biology/Pre-Med from Long Island University.
