CEC Selects a Contractor for Construction of 400-Bed Casper, WY Facility
ROSELAND, NJ (February 12, 2004)—Community Education Centers (CEC) announced the award of a contract to Kloefkorn-Ballard Construction/Development, Inc. of Casper, Wyoming to build a residential substance abuse treatment facility in Casper. The contract calls for construction of a facility that will house a therapeutic community (TC) and community corrections/work release populations referred by the Wyoming Department of Corrections (DOC). The building was designed by Robert Zampolin Associates. Both Kloefkorn-Ballard and Zampolin Associates have extensive experience in the design and construction of correctional facilities.
Several construction companies from Wyoming and New Jersey submitted proposals during the bidding process. CEC chose Kloefkorn-Ballard based on its competitive pricing, exceptional reputation in Wyoming and its expertise in the construction of correctional facilities.

This major construction project underscores CEC’s commitment to helping the DOC in its ongoing efforts to reduce recidivism in the State of Wyoming,” said John J. Clancy, President and CEO of CEC. “We are enthusiastic about getting this project underway,” added Mr. Clancy.
Site work will begin this month and the facility is expected to open in January 2005.
The Wyoming DOC awarded CEC a contract for a 100-bed TC program in July, 2003. Under the terms of the contract, CEC will provide substance abuse treatment and medical services for TC inmates under the custody of the Wyoming DOC. In addition to housing the TC program, the new facility will replace the existing Community Alternatives of Casper (CAC) facility and house the approximately 180 work release offenders currently residing in CAC.

A recent outcome study conducted by Drexel University in concert with the New Jersey Department of Corrections (DOC) found that CEC’s New Jersey continuum of care programs resulted in a 27% lower re-arrest rate, a 31% lower re-conviction rate and a 28% lower re-incarceration rate.
