John J. Clancy, President and CEO Mr. Clancy has 32 years of experience owning and operating treatment facilities for difficult populations throughout the United States. He is experienced in all phases of social service, education, and health care program development, implementation, funding mechanisms, budget supervision, staff evaluation, and supervision. Mr. Clancy has a reputation for implementing and maintaining quality programs and delivering direct services to underserved populations lacking appropriate alternatives to institutionalization. Mr. Clancy oversees operations and delegates authority to individuals to ensure effective facility management, including contract compliance, security and treatment.
Dr. Robert Mackey, Chief of Clinical Operations Dr. Mackey has been a Treatment provider for over thirty years providing therapeutic services to adult and juvenile offenders in public and private sector operations. He has designed and implemented secure residential operations as well as intensive outpatient services for diverse populations including substance abusers, domestic violence offenders and those with various criminogenic risk/needs. Dr. Mackey has served on numerous Advisory Commissions including the NJ Supreme Court Advisory Board for Domestic Violence. He is a Licensed Psychologist and Clinical Alcohol & Drug Counselor with research credits in both specialty areas. Dr. Mackey currently functions as the Chief Operating Officer and Chief of Clinical Services for Community Education Centers. Program Operations, Accreditation/Quality Assurance and Research Development are within this management domain. He has served as a Law Enforcement Officer and is a military veteran.
William J. Palatucci, Senior Vice President and General Counsel William J. Palatucci, Senior Vice President & General Counsel, had previously represented CEC for more than fifteen years as outside counsel and lobbyist. Prior to joining CEC, Mr. Palatucci was a partner in the law firm of Dughi, Hewit & Palatucci, P.C., founding and heading the firm's government affairs department, which provided legislative and regulatory affairs counsel. The New Jersey Law Journal consistently ranked DH&P's government affairs practice as one of the largest in the state. Mr. Palatucci is a graduate of Seton Hall University School of Law and received his BA in business administration from Rutgers College.
