Dr. Ralph Fretz, Director of Assessment
Dr. Ralph Fretz is the Director of Assessment for Community Education Centers. After earning his M.S.W. from Columbia University in 1982, Dr. Fretz supervised an adolescent day treatment center. He has also worked as the supervisor of an outpatient mental health clinic. In 1998, Dr. Fretz earned his Ph.D. from Seton Hall School of Professional Psychology. His dissertation was selected for the Distinguished Dissertation Award. Dr. Fretz has worked with a variety of population including children, juvenile and adult offenders, psychiatric inpatients and sex offenders. His areas of interest include outcome research and family interactions in high conflict families.
Dr. Fretz’s work has been published in corrections journals, including Corrections Today and Best Practices. He was the co-author of a manual for a nationally used risk assessment instrument and has given presentations on a variety of topics, including the development of Assessment Centers and family therapy techniques.
Dr. Stephen J. Manocchio, Medical Director
Dr. Manocchio has 20 years experience in infectious diseases medicine. He has an exceptional ability to work with difficult-to-treat populations, including alcohol and drug dependent adults and adolescents. Dr. Manocchio has served this population for the last 20 years working in CEC’s various correctional treatment settings throughout New Jersey.
Marlene Riordan, Director of Healthcare Services and Quality Management
Marlene Riordan has 30 years experience as a health care administrator with expertise in licensing and accreditation. She has an extensive background in operations, program development, managed care, marketing and referral development. Ms. Riordan also has comprehensive knowledge of quality management principles and is certified as a healthcare quality professional.
Ms. Riordan is responsible for the development and operational management of CEC’s healthcare services. She oversees the organization’s activities related to accreditation and licensure as well as overall programmatic compliance to CEC’s policies and procedures.
