The Joseph E. Coleman Education and Training Center, known as Coleman Hall, is a 500-bed residential facility that provides community corrections services to residents referred by the Pennsylvania Department of Corrections and the Pennsylvania Board of Probation and Parole and Bucks County.  Coleman Hall’s residential programs focus on substance abuse awareness, education, life-skills, employment, and community reintegration.

Bucks County
Recently, CEC signed a contract with Bucks County to provide work-release services for 20 offenders at Coleman Hall.

Mental Health Unit
Coleman Hall’s Harmony Unit seeks to successfully re-integrate offenders with mental health problems into the community. The program is designed to take into account the unique needs of offenders with mental health problems and co-occurring disorders and aims to reduce the chances of decompensation and recidivism upon reentry.

Penn CAPP
The Pennsylvania Community Alternatives to Prison Program (Penn CAPP) is an alternative to state prison for certain technical parole violators. The focus with Penn CAPP participants is on addiction and relapse issues. Treatment is delivered in a multimodal fashion through lectures, seminars, and individual and group counseling. The program additionally offers various educational and vocational training opportunities. Each resident’s stipulations may differ depending upon the parole agent’s recommendation and, if applicable, the nature of the resident’s parole violation. The parole agent and the contract facility will develop an Action Plan based on the offender’s needs. Upon successful completion of the Action Plan, the resident will be returned to the community to continue on parole.
