James E. Hyman

Chief Executive Officer

Mr. Hyman is Chief Executive Officer at Community Education Centers Inc. (CEC) and has more than 25 years experience in business leadership across multiple industries and responsibilities. Relevant for CEC and the clients it serves, Mr. Hyman has had leadership responsibility for reentry, treatment, education and secure corrections programs in his previous role as Chairman, President and CEO of Cornell Companies.

Mr. Hyman has also served in executive positions with TestAmerica Laboratories, Inc., Starwood Hotels & Resorts Worldwide, GE Capital Services, McKinsey & Company, and JP Morgan. Mr. Hyman also chairs the Mega-Cities Project, an international not-for-profit focused on urban development issues. Mr. Hyman has an MBA with Distinction from Harvard Business School and an AB with honors from The University of Chicago.

Michael Hellriegel

Executive Vice President and Chief Financial Officer

Mr. Hellriegel is the Chief Financial Officer at CEC. He has over thirty years experience in service industries, twenty of which he has served as CFO of both public and private international companies. He has extensive experience in strategic planning, SEC reporting, mergers and acquisitions, and financial and operational restructuring.

Prior to joining CEC, Mr. Hellriegel served as the Chief Financial Officer of Kroll, Inc., a global leader in risk consulting, providing investigative, intelligence, financial, security and technology services to organizations in 31 countries. Mr. Hellriegel joined Kroll, Inc. in 2004, after 23 years of service to Butler International Inc., an international business services organization providing staffing, outsourcing and consulting services. While at Butler International Inc., he served as Chief Financial Officer and other roles, including Controller, Director of Financial Analysis and Reporting and Manager of Financial Operations. Prior to joining Butler International Inc., Mr. Hellriegel served in various financial reporting and auditing functions with The Coca-Cola Bottling Co. of New York, Inc.

Mr. Hellriegel is a CPA and holds Master’s degrees from both Columbia University and Fairleigh Dickinson University. He earned his Bachelor’s degree in Accounting from St. Peter’s College.

Steve Tomlin, MHS, CAC, CCS

Senior Vice President of Reentry Operations

With over 25 years of experience in the fields of substance abuse, reentry and criminal justice operations, Mr. Tomlin is a recognized national leader in Reentry Services. An experienced authority on clinical and operational oversight, his current role encompasses service delivery and operational management of CEC’s expansive REENTRY network. Included in that network are licensed in-patient and outpatient services, work release, in-prison treatment, clinical oversight, training and alumni.

In addition, he serves as governmental liaison, working with local and national leaders shaping public policy on issues confronting the criminal justice system. Professional affiliations include; ACA, CAMA, APPA, MASCA, PAPPC, DASPOP, and National Association of Alcoholism and Drug Abuse Counselors (NAADAC). He also served as a charter Board Member of both PAADAAC and CAMA-PA. He is a PA Board Certified Chemical Addiction Counselor and Certified Clinical Supervisor.

Michael L. Caltabiano

Senior Vice President of CEC Corrections

Mr. Caltabiano is Senior Vice President of CEC Corrections at CEC. He has over 39 years experience in the corrections industry in both the public and private sectors. Prior to joining CEC, Mr. Caltabiano served as Senior Vice President for Adult Corrections at Cornell Companies from 2005 to 2010, and as Director of Marketing, Adult Secure from April 2004 to August 2005 where he was instrumental in leading business development efforts and developing various effective quality assurance programs.

In his role at Cornell Companies he directed two divisions with overall accountability for 41 facilities, 17,500 total beds, and 2,500 staff. He also oversaw daily operations including, medical, quality assurance, security, and maintenance. Prior to joining Cornell in April 2004, Mr. Caltabiano served as Director, Detention Management Division for the Department of Homeland Security, Immigration and Customs Enforcement from January 2001 to March 2004. In this role he was selected to lead this $650 million, 21,000-bed operation, including facility construction, medical, operations and a national ground/air transportation system while steering organizational transition from the Department of Justice to the newly created Department of Homeland Security.

Prior to his work at the Department of Homeland Security he served in various capacities with the Federal Bureau of Prisons from 1979 to 2001. At the Bureau of Prisons he was promoted into progressively responsible regional leadership roles at diverse facilities and played a key role in establishing first-ever organization-wide quality assurance program.

Eric Jonas

Vice President of Human Resources

Mr. Jonas is the Vice President of Human Resources at CEC. Mr. Jonas has more than thirty years of experience in human resources management to include performance management, succession planning, talent management and leadership development. He is responsible for all operational management of Human Resources including Payroll and Benefits for CEC.

Before joining CEC, Mr. Jonas was the Senior Vice President of Corporate Human Resources at Circuit City. Mr. Jonas joined Circuit City in 1998 as Director of Associate Relations. He was promoted to assistant Vice President of Corporate Human Resources Services in 2000 and was elected Vice President in 2003. Prior to joining Circuit City he was employed by Toys “R” Us from 1985 until 1998. He served as Director of Human Resources for the Babies “R” Us division from 1996 to 1998. Mr. Jonas has earned his MBA in Operations Management from Columbia University.

 

Rachel Bickar

Vice President of Business Development & Marketing

Mrs. Bickar brings over 16 years of experience managing business and proposal development in the corrections industry for the private sector. She has led business development organizations in various roles and has a broad experience in competitive procurements, market intelligence, competitor history, customer/government relations and strategic planning efforts, leading to increased revenues and profits. Mrs. Bickar has a BS in Political Science from Texas A&M University.
