Mike Caltabiano

Senior Vice President of CEC Corrections

Mr. Caltabiano brings an extensive background in corrections to Community Education Centers, spanning over 39 years. His experience includes senior management responsibilities for all major aspects of the prison industry including operations, contract management, marketing, revenue and profitability, productivity, quality assurance and strategic planning. Mr. Caltabiano previously held the position of Senior Vice President for the Adult Corrections Division, which included both secure and community reentry facilities for Cornell Companies. Prior to his career in the private sector, Mr. Caltabiano worked at the Department of Homeland Security, Immigration and Customs Enforcement, and the Federal Bureau of Prisons (BOP).

Rachel Bickar

Vice President of Business Development & Marketing

Mrs. Bickar brings over 16 years of experience managing business and proposal development in the corrections industry for the private sector. She has led business development organizations in various roles and has a broad experience in competitive procurements, market intelligence, competitor history, customer/government relations and strategic planning efforts, leading to increased revenues and profits. Mrs. Bickar has a BS in Political Science from Texas A&M University.

Mike Holm

Regional Director of CEC Corrections

Mr. Holm has over thirty years in correctional management and executive leadership experience, including over twelve years in the position of Assistant Warden and Warden. He began his career with the Texas Department of Corrections at a 3500-bed maximum security Prison Farm. Mr. Holm worked Death Row at the Ellis I Unit and later worked in the private sector where he served in various positions of increasing authority leading up to Senior Warden. Additionally, he served a tour in Baghdad, Iraq, with the Department of Justice International Criminal Investigative Assistance Program (ICITAP) as a Senior Advisor.

Prior to CEC Mr. Holm was the COO for Creative Corrections and his duties included executive leadership and operations support for the company, oversight and project management duties of all government contracts including the Office of the Federal Detention Trustee, Department of State I NL and the Department of Homeland Security, Office of Detention Oversight/Office of Inspector General.

Doug Conn

Director of Operational Support & Marketing

Mr. Conn began his career in Criminal Justice in 1980 and was Officer of the Year on three different occasions. He is also a former Law Enforcement Criminal Investigator. During his 33 years of service he has managed county, federal and ICE populations as Chief of Operations, Assistant Warden and Warden in Texas, New Mexico and Florida. He is currently Director of Operational Support for CEC Corrections.
