Talbot Hall, Talbot Hall opened in 1998 to provide assessment and treatment to adult male offenders in a structured and secure environment. The 500-bed facility is located on nearly 10 acres of land. A State of New Jersey Certificate of Need has been granted for a total of 1,000 male and female beds. Talbot Hall incorporates an assessment and treatment model that combines standardized assessment of offender risks/needs and cognitive-behavioral techniques in a modified Therapeutic Community environment. While residing at Talbot Hall, residents are assessed for levels of re-offense risk and intervention needs. The assessment findings are conveyed to the New Jersey Department of Corrections to aid in the determination of halfway house placement. The treatment component consists of individual and group counseling, substance abuse treatment, educational services, vocational training, skills-based trainings, family services, and aftercare/alumni services. Talbot Hall also has an extended treatment program for select offenders who have relapsed into substance abuse during their stay in a community release program. The New Jersey Department of Corrections refers offenders who meet the criteria to Talbot Hall for treatment rather than returning them to prison. The goal of the program is to provide an intensive treatment tract that emphasizes relapse prevention and preparation for re-integration into a community release program. Residents remain in the program between four and six months. The length of time in the Extended Treatment Program depends on the resident’s progress. Talbot Hall is accredited by the American Correctional Association.

Community Activities In Honor of El-Hajj Abdussalaam Logan, Talbot Hall organizes a school supply fundraiser for the Sherman Community Center in Newark, NJ. In addition, Talbot Hall maintains a recreation program that connects CEC residents to local organizations including a Barnes and Noble bookstore.
