Tooley Hall, a satellite facility of Williams Street Center, began operating in July 1987. Tooley Hall initially provided residential and rehabilitative services to homeless, mentally ill and/or drug addicted veterans. However, in July 1994, the program altered its focus to provide a 60-bed community corrections program for adult female offenders. Tooley Hall works with community agencies to ensure that participants receive appropriate treatment services, and that they are prepared for independent community living. Case management maintains a focus on women’s special needs and issues. Topics that are addressed include parenting, domestic violence, substance abuse treatment, relapse prevention, GED preparation, employment assistance and life-skills training.
Tooley Hall is accredited by the American Correctional Association. Residents of Tooley Hall are referred from two different agencies: The Colorado Department of Corrections and Denver County Court. Referrals are accepted into Tooley Hall from the Colorado Department of Corrections (DOC) based upon prior institutional conduct and compliance, and completion of institutional programming. Residents of Tooley Hall participate in a highly structured and supervised work release program designed to transition each resident back into the community. CEC staff constantly monitor a resident’s employment through job-site visits, random telephone checks, and time-sheet audits to determine a resident’s accountability in the community. Residents of Tooley Hall also receive a variety of treatment services such as parenting classes, domestic violence classes, substance abuse treatment, relapse prevention, GED preparation, employment assistance, and life-skills training. The average length of stay for a resident at Tooley Hall is 6-8 months.

In addition, Tooley Hall provides Strategies for Self Improvement and Change, Drug and Alcohol, and Relapse Prevention groups. Tooley Hall offers the residents employment assistance with the help of the Mayor’s Workforce Development Office of Denver.
Community Activities
Tooley Hall residents volunteer with the food bank at the Seed of Mercy Ministry where they also help with church services and events. Tooley Hall has adopted a RTD bus stop in the Park Hill Community.
Tooley Hall staff members and residents participate in The Greater Park Hill community events throughout the year that. Tooley Hall participates in the Annual Colorado Colfax Marathon maintaining a water station, and the “2006 Keep Park Hill Beautiful Day.”
