HISTORY

  • Ellen Halbert SAFPF opened in 1995 - The unit was named after Ellen Halbert, a violent crime victim and a strong Texas advocate for the rehabilitation of offenders.
  • Female substance abuse offenders are mandated by the court to a substance abuse treatment sentence of 4 - 12 months.

SERVICES

  • All therapeutic treatment programming is provided by CEC staff inside this TDCJ facility. TDCJ staff provides security.
  • CEC provides substance abuse treatment operating a Therapeutic Community based on a Cognitive/Behavioral and skill developing approach.
  • Offenders practice "right living" through high-structured and staff-supervised activities and groups, utilizing the "community as method" core principle in all aspects of their daily routines in conjunction with the accountability and confrontation process.
  • Offenders progress through 3 phases of treatment - Orientation, Main Treatment, and Relapse Prevention/Reentry - and earn program privileges and structure positions within the therapeutic community accordingly.
  • Gender-specific curriculum addresses the unique needs of the female substance abusing offender.
    A special curriculum is utilized for "relapse" offenders - those individuals that have returned to complete the program again - for a 4 month time frame.
  • The goal of the Ellen Halbert SAFPF is to create an environment in which positive lifestyle changes occur, enabling the offenders to become productive and successful women and members of society.
