Steven C. Tomlin, MHS, CAC, CCS
Senior Vice President of Reentry Operations
With over 25 years of experience in the fields of substance abuse, reentry and criminal justice operations, Mr. Tomlin is a recognized national leader in Reentry Services. An experienced authority on clinical and operational oversight, his current role encompasses service delivery and operational management of CEC’s expansive REENTRY network. Included in that network are licensed in-patient and outpatient services, work release, in-prison treatment, clinical oversight, training and alumni.
In addition, he serves as governmental liaison, working with local and national leaders shaping public policy on issues confronting the criminal justice system. Professional affiliations include; ACA, CAMA, APPA, MASCA, PAPPC, DASPOP, and National Association of Alcoholism and Drug Abuse Counselors (NAADAC). He also served as a charter Board Member of both PAADAAC and CAMA-PA. He is a PA Board Certified Chemical Addiction Counselor and Certified Clinical Supervisor.
Rachel Bickar
Vice President of Business Development & Marketing
Mrs. Bickar brings over 16 years of experience managing business and proposal development in the corrections industry for the private sector. She has led business development organizations in various roles and has a broad experience in competitive procurements, market intelligence, competitor history, customer/government relations and strategic planning efforts, leading to increased revenues and profits. Mrs. Bickar has a BS in Political Science from Texas A&M University.
Melissa Weglarz, BS, CCJP, CAC
Director of In-Prison Treatment
Ms. Weglarz is currently the Director of In-Prison Treatment. Ms. Weglarz is a board certified drug and alcohol counselor, certified criminal justice addictions professional, a certified investigator and a Department of Justice PREA Auditor.
She has been in the treatment and criminal justice fields for twenty years and previously held senior management positions throughout the industry. Ms. Weglarz was closely involved with multiple programs including treatment sites in several states. She has assisted with program implementation/activation, quality assurance and staff development. Ms. Weglarz has held multiple supervisory roles for CEC and Civigenics. She holds a BS degree in Rehabilitative Services Education from Pennsylvania State University.
