CEC Announces Contract Award with Federal Bureau of Prisons

ROSELAND, NJ (August 8, 2005)-Community Education Centers (CEC), Inc. announced today that it has received a contract renewal award from the Federal Bureau of Prisons to operate a 45-bed Community Corrections Center, at its Community Alternatives of the Black Hills (CABH) facility, in Rapid City, South Dakota. The contract award provides for an initial two-year term with three one-year renewal options.

"We appreciate the confidence that the Federal Bureau of Prisons has shown in our company and are enthusiastic about the opportunity to continue to provide secure correctional treatment services in a manner that supports the mission of the Bureau," said John Clancy, President and CEO.

Community Education Centers has provided correctional services to the Federal Bureau of Prisons at CABH since 2001. CEC plans to build a new state-of-the-art facility to house federal offenders. The new facility will provide for additional program space for counseling, treatment, recreation, visitation and other activities. Construction of the new facility is expected to be completed by the spring of 2006.

Federal offenders at CABH receive comprehensive re-entry plans, designed to facilitate each offender's successfully return into the community. Under the terms of the proposed contracts, CEC will continue to provide assessment, treatment and work release programs to address the needs of the BOP-referred populations. The treatment programs include, life skills training, educational programs, and job skills classes.

CEC also contracts separately with the State of South Dakota Department of Corrections to provide residential accommodations and work release services for adult male and female felony offenders.

"Our experience and research demonstrates that CABH's programs will reduce recidivism and make the community safer as a result. CABH will benefit the community as well as the individual going through the program," said Mr. Clancy.

The company operates programs for county, state, and federal populations in New Jersey, Wyoming, Montana, South Dakota, Colorado, Pennsylvania, South Carolina, and Indiana.
