CEC Signs Contract to Provide Specialized Female Program for 250 Marion County Offenders

Roseland, NJ, Jun 9, 2006 - Community Education Centers (CEC), Inc. announced today that the company has signed a contract with the Marion County Sheriff's Department to provide a specialized female program for 250 offenders at Liberty Hall in Indianapolis. The contract provides for a five-year initial base period with one optional two-year extension.

"We appreciate the confidence that Marion County has shown in our company and are enthusiastic about the opportunity to provide gender-specific treatment services in a manner that supports the mission of the County and Sheriff Frank J. Anderson," said John Clancy, President and CEO of CEC.

The specialized female residential program will serve pre-adjudicated offenders from Marion County and incorporate programming that addresses the unique needs of women, including life skills, parenting issues, and reentry preparation. Program staff at Liberty Hall will provide information on various topics, including: employment skills, women's health issues, domestic violence, post-traumatic stress disorder, anger management, stress reduction, relapse prevention, nutrition, relationships, budgeting and financial planning, and community resources.

Liberty Hall will also provide education and group counseling on issues that directly relate to parenting and child development, including: understanding children's needs, coping as a single mother, nutritional needs, infant care, shared parenting, family education, safety issues, stress management, teaching values, and encouraging self-esteem.

"CEC has a proven track record of successfully assisting counties in need. This partnership with Marion County will benefit both the women in our care and also the taxpayers, as less offenders return to jail," said Dr. Robert Mackey, Chief Operating Officer of CEC.

Liberty Hall, which was recently recommended for re-accreditation by the American Correctional Association (ACA), currently provides work release services for 200 offenders referred by the Indiana Department of Correction.
