Independent Study Finds CEC Assessment Centers Reduce Walkaways

Roseland, NJ, Jan 11, 2007 - Community Education Centers' (CEC) assessment centers, Talbot Hall and Bo-Robinson, have been instrumental in reducing walkaways by 27% in the State of New Jersey, according to a recent New Jersey Department of Corrections' walkaway study.

The study, "A Seven Year Analysis Of Walkaway Rates New Jersey Halfway House Program," reports that from 1997 to 2003, the rate of annual walkaways decreased by 27%. The study which was published in the November/December issue of Corrections Compendium also states, "...the result on annual walkaway rate quantitatively confirmed the positive impact of the New Jersey Department of Corrections' policy regarding the establishment of assessment and treatment centers as the pre-halfway house filter for the walkaway risk."

Talbot Hall, CEC's 500-bed assessment center located in Kearny, New Jersey and The Albert M. "Bo" Robinson Assessment and Treatment Center, CEC's 420-bed assessment and treatment center located in Trenton, New Jersey serve as cornerstone facilities in the New Jersey DOC's community reentry model. At each facility a battery of risk/needs assessments instruments are used to recommend an offender's suitability for participation in a community release program.

"The battery of risk assessments instruments utilized at these facilities prevent offenders that present a walkaway risk from entering the community. When the community is safe and offenders receive the treatment they need, everyone wins," said Dr. Fretz.

Bo-Robinson opened in January 1997 and provides comprehensive assessments and treatment to 420 male and female offenders. Like Talbot Hall, residents at Bo Robinson Assessment and Treatment Center are assessed for current risk factors for public safety concerns and recidivism.
