Indianapolis Task Force: Expand Liberty Hall

Roseland, NJ, Jan 19, 2007 - Mayor's Task Force says CEC program, "Provides a promising practice model for offender reentry populations."

Last summer during a surge in city crime and violence, Indianapolis Mayor Bart Peterson instructed the Community Crime Prevention Task Force to quickly come up with ways to address the rapid increase in jail population. This independent task force recommended "the continuation and expansion" of Liberty Hall, Community Education Center's 250-bed residential reentry center for Marion County female offenders. The task force noted that Liberty Hall is a model program that plays an instrumental role in the reduction of crime and recidivism in the City.

"Mayor Peterson's task force confirmed my view that Liberty Hall provides professional treatment services designed to reduce repeat offenders in our City and County. We look forward to objective data documenting that less offenders return to a life of crime. Our hope is that Liberty Hall's reentry programming will be cost effective and a tremendous asset in keeping our neighborhoods safe," said Frank Anderson, Marion County Sheriff.

As reported in the Indianapolis Star, the Task Force found Liberty Hall to be a model residential reentry program, with its focus on the individual reentry needs of each female offender. In addition to the expansion of Liberty Hall to its maximum capacity, the task force also recommended the immediate funding for another facility, Liberty Hall II, to address the reentry needs of male offenders in Marion County.

"The recommendations of this independent task force clearly reflect the powerful role a CEC residential reentry center like Liberty Hall can have on the reduction of crime and recidivism. The successful reentry of the female offenders at Liberty Hall is a responsibility that we take very seriously, and we look forward to continuing to provide our cost-effective reentry services to Marion County and the City," said John J. Clancy, President and CEO of CEC.

Liberty Hall incorporates programming that addresses the unique needs of women, including life skills, parenting issues, and reentry preparation. The female participants also receive individual educational and group counseling on issues that directly relate to parenting and child development, including: understanding children's needs, coping as a single mother, nutritional needs, infant care, shared parenting, family education, safety issues, stress management, teaching values, and encouraging self-esteem.
