New CEC Study Finds Significant Reduction in Recidivism Rates for Female Offenders

Roseland, NJ, Apr 27, 2007 - A just completed study by the Drexel University Joint Psychology/Law Program, "Female Offender Outcome Research," shows statistically significant reductions in recidivism rates for female offenders participating in a comprehensive treatment program when compared to a similar group of female offenders from the New Jersey Department of Corrections (NJ DOC). The treatment program studied is provided by Community Education Centers, Inc. (CEC), at the Bo Robinson Treatment and Assessment Center in Trenton, New Jersey. A closer review of the outcomes reveals very promising trends:

The NJ DOC rearrest rate was 2.7 times higher than the CEC sample (21.3% versus7.9%) for 3 months postrelease.

The NJ DOC and national rearrest rate were 2.5 times higher than the CEC sample NJ DOC-24.1% versus 9.7%, National-23.3% versus 9.7% ) for 6 months postrelease.

The NJ DOC rearrest rate was 2 times higher than the CEC sample (26.5% versus 13.2%) for 9 months postrelease.

The NJ DOC rearrest rate was 2 times higher than the CEC sample while the national rearrest rate was 2.3 times higher than the CEC sample (NJ DOC-29.2% versus 15.3%, National-34.5% versus 15.3% ) for 1 year postrelease.

John Clancy, President and CEO of CEC, described the developments, "The successful results of this most recent outcome-based study are further proof of the effectiveness of CEC's assessment and treatment reentry model. With over 6,000 offenders in our care each day, we are committed to providing quality reentry programs that ultimately reduce offender recidivism."

Research Confirms Effectiveness of CEC Reentry Programs
This recent study on female recidivism also further confirms the value of CEC's reentry programs, which are renowned as the most effective in the nation. Research conducted over the last three years by Drexel University found recidivism reductions of up to 50% for participants in CEC reentry programs-depending on the offender population being evaluated (work release vs. residential treatment) and the length of participation in a CEC program.

CEC Specialized Reentry Programs
The objective of CEC programs is to reduce recidivism by altering criminogenic thinking patterns and reinforcing pro-social behavior. Being the leading provider of offender reentry service in America, CEC has developed an assessment and treatment model that combines standardized assessment of offender risks/needs and cognitive-behavioral techniques in a comprehensive environment of care. Drawing upon "what works" research, CEC incorporates the concept that criminal behavior is a product of the interaction between biopsychosocial factors and environmental reinforcement.

As the nation's female prison population continues to grow, CEC has responded with several innovative gender-specific reentry programs. CEC understands that women's issues are often unique and require specialized treatment. To address these issues, CEC has established women's programs at Liberty Hall in Indianapolis, Delaney Hall in Newark, New Jersey; Bo Robinson Education and Training Center in Trenton, New Jersey; Tooley Hall in Denver, Colorado, and; Community Alternatives of Casper in Wyoming.

CEC Research Department
Community Education Centers operates one of the most highly respected and productive research programs in the correctional treatment industry. In 1999, CEC created a research department with the intent of gathering and analyzing data from its programs. Researchers from the academic world have contributed significantly to the measured growth of CEC's programs by assisting the company in refining and strengthening its programs and research.
