Office of National Drug Control Policy Report Shows Need for Effective Reentry Treatment
West Caldwell, NJ, May 29 - The U.S. Office of National Drug Control Policy (ONDCP) released a report yesterday that found, "Illegal drugs are widely used among the arrestee population. Two thirds of all arrestees tested positive for at least one substance in their system at the time of arrest and 15 percent or more in all sites test positive for more than one substance." In some cases, the report found, "87 percent of arrestees testing positive for an illegal drug."
"With so many arrestees entering the system under the influence of illegal drugs, effective reentry treatment services that include intensive substance abuse treatment are needed to reduce the number of offenders that will re-offend. Community Education Centers, Inc. has long stood as the leader in the delivery of such reentry programming," said Dr. Robert Mackey, Senior Vice President for Clinical Services, Quality Assurance and Research at CEC.
The report analyzed arrest data from 10 U.S locations including Fulton County, GA, Mecklenburg County, NC, Cook County, IL, Denver County, CO, Marion County, IN, Hennepin County, MN, Borough of Manhattan, NY, Multnomah County, OR, Sacramento County, CA, District of Columbia. The information was obtained through arrestee interviews and urine samples.
"Effective substance abuse treatment is a cornerstone of the CEC reentry assessment/treatment model. Using only the most effective cognitive behavioral treatment techniques, CEC reentry programs have been found through university-based research to reduce recidivism by 30%-50%," added Dr. Mackey.
The CEC assessment/treatment reentry model consists of three components assessment, treatment and aftercare. The assessment component uses standardized and actuarially based instruments to assess all offenders in the following domains: substance abuse needs, level of recidivism risk, work-related intelligence quotient, and static and dynamic risk factors. An individualized reentry treatment plan is developed from the assessment.
The treatment component of CEC's reentry model consists of the following: orientation phase; individual and group counseling; cognitive-behavioral training; substance abuse treatment; educational services; life skills; cultural diversity programs; family program; workforce development activities; work-release services; and faith-based services. Aftercare planning begins early in the offender's stay and includes the Alumni Association that provides referral assistance and encourages ex offenders to set goals, find jobs, and utilize social services.
