CEC Awarded Contract for Continued Operation of 1883-bed George W. Hill Correctional Facility

West Caldwell, NJ, Dec 9, 2009 - Community Education Centers, Inc. (CEC) announced today that the company was awarded a contract for the continued operation of the 1883-bed George W. Hill Correctional Facility (GWHCF) in Thornton, Pennsylvania. CEC provides jail management services at the facility, one of the largest county jails in the country, for male, female, and juvenile offenders referred from Delaware County, Pennsylvania. The contract is for a three year base period with two one year renewals.

The successful partnership between CEC, Delaware County officials, the Delaware County Prison Board, and John A. Reilly Jr., Esq., Delaware County Superintendent, is evident by the resulting year of quality operations," said John J. Clancy, Chairman and CEO, adding, "As we near the end of our first year of operations, I would like to thank all the staff at GWHCF for their efforts developing a more efficiently run facility."

Since assuming operations of the facility on January 1, 2008, CEC enacted several key changes designed to improve the quality of operations at the facility in areas including security, medical, food services and reentry treatment planning. CEC restructured the delivery of medical services to increase access to care, provide a better continuum of care, and expanded its in-house medical services to include the addition of oral surgery and podiatry.

"The facility and employees have made real progress and we are experiencing a cultural change here. CEC has implemented new policies that have been very effective in improving the quality of operations and services," said Warden Frank Green.

In partnership with county officials, CEC also expanded reentry planning for offenders nearing release. Reentry counselors provide these offenders with contacts to community resources that provide housing, employment, and substance/alcohol abuse treatment services.

"Reentry planning is core to CEC's mission and the ultimate goal of the reentry program is to decrease recidivism by providing community linkages for offenders. As offenders have continued access to support services, they are more likely to succeed," said Dr. Robert Mackey, Senior Vice President at CEC.

A new mental health program developed in coordination with Delaware County called the Positive Living Assistance Network (PLAN) provides educational topics such as self awareness, medication management, life-skills training, community resources awareness, and time and money management to offenders with verified mental illnesses. The nine-week program is provided for male and female offenders.

Warden Frank Green said he is proud of the many diverse programs provided at GWHCF adding that over 85 GED's have been awarded and thirteen officers have been recognized with letters of commendation over the last year. The training academy at GWHCF has also produced a high number of graduated corrections officers. Of the 186 individuals who entered the academy class, GWHCF has graduated 166.

This cultural shift embodies CEC's vision in both our secure and reentry facilities," says Steve Tomlin, Director of Program Accountability and Support (PAS) Division for CEC.
