Community Education Centers, Inc. adds MinSec, Holdings
To Expand Residential Treatment Services to
Offenders and Veterans
West Caldwell, NJ November 30 -
Community Education Centers, a leading provider of offender reentry, in-prison and jail management services in the United States, announced today that it has merged MinSec, Holdings, Inc. of Wallingford, Pennsylvania into its existing Pennsylvania operations. CEC and MinSec are both trusted private sector partners to government and share the common goal of breaking the cycle of offender recidivism. The merger provides CEC and MinSec the opportunity to continue the shared vision of well documented and outcome driven reentry services to a larger population.

Capital was raised for the transaction from existing shareholders which also provides the combined company the liquidity for future growth including potential additional acquisitions. Upon closing, the shareholder representatives of MinSec, Brian G. Murphy
of NewSpring Capital and Christopher Kersey of Camden Partners will join the CEC
Board of Directors.

Since that time, CEC has expanded operations in Pennsylvania and through this transaction reconfirms its commitment to reducing recidivism concurrent with the States' renewed reentry plan," Clancy said.

After the acquisition, the combined CEC and MinSec operations will have the capacity to serve over 7,200 individuals in Pennsylvania through its residential and non-residential reentry programs, in-prison treatment services, county jail management services, and veterans programs. jail management services at one of the largest county jail facilities in the region, the 1,883-bed George W. Hill Correctional Facility for Delaware County in Thornton. The company also operates five residential reentry centers throughout the state for the Pennsylvania Department of Corrections, the Pennsylvania Board of Probation and Parole, the City of Philadelphia, and Bucks County. MinSec currently provides services in eight residential reentry centers, two outpatient clinics, and a residential veteran's program.

CEC's total post-acquisition offering will continue to include Residential Reentry Centers, In-Prison Treatment Programs, Residential Assessment Centers, Therapeutic Communities, Parole Violator Programs, Work Release Centers, Specialized Women's Programs, Pre-Release Programs, Day Reporting Centers, Drug Court Programs, Outpatient Treatment and GPS Services, Jail Management and Drug Testing Services.
