CEC Announces Two Senior Level Appointments

West Caldwell, NJ December 10 -
CEC has named Steve Tomlin as the new Senior Vice President for Reentry Operations. Mr. Tomlin previously served as the Vice President of the Eastern Region and in his new role he will oversee all national reentry treatment services and research efforts. The company also announced that Rodney Brockenbrough, formerly the Deputy Regional Manager of the Eastern Region, will assume Mr. Tomlin’s role as Vice President of the Eastern Region.

With over 20 years of experience in the fields of substance abuse, reentry and criminality. Mr. Tomlin is a national leader in reentry treatment services. An experienced authority on clinical and operational oversight, his current regional responsibilities include over 40 sites with a service capacity of 14,000 individuals. A content expert on facility start-up and program design, he has lead activations and transitions of both acquired and merged entities.

In addition, he serves as governmental liaison, working with local and national leaders shaping public policy on issues confronting the criminal justice system. Mr. Tomlin’s professional affiliations include ACA, CAMA, APPA, MASCA, PAPPC, DASPOP, and National Association of Alcoholism and Drug Abuse Counselors (NAADAC). He also served as a charter Board Member of both PAADAAC and CAMA-PA. He is a PA Board Certified Chemical Addiction Counselor and Certified Clinical Supervisor.

Rodney Brockenbrough has more than 30 years’ experience as an administrator in the corrections field. Mr. Brockenbrough served as Deputy Commissioner for Operations for the Philadelphia Prison System (PPS) from May 2006 to November 2009. In this position, he was responsible for operational oversight of the six PPS facilities, housing over nine thousand inmates; direct supervision of the six facility Wardens; the administration of a multi-million dollar capital budget; management of the System’s emergency preparedness and response protocols; administration of food service, commissary and maintenance contracted services; and supervision of city-operated maintenance services, as well as a number of specialized units to include Transportation, Honor Guard, Emergency Management Unit, K-9 and others. Mr. Brockenbrough holds a Baccalaureate degree in Business Administration, having graduated Summa Cum Laude from American Intercontinental University.
