Meet the Staff at CEC’s New California STOP Placement Office
West Caldwell, NJ February 27 -
The Specialized Treatment for Optimized Programming or “STOP” is a system of six program areas located throughout California to coordinate placement of state parolee and in-prison treatment program graduates into transitional reentry services after their incarceration. CEC began providing ramp up services for this California Department of Corrections and Rehabilitation (CDCR) initiative in early November 2014 and the program became fully operational on January 1, 2015.
STOP replaced the CDCR’s Substance Abuse Service Coordination Agencies (SASCA) program that managed inmates transitioning from institutional care to community care. In 2014, CEC was awarded the STOP service area of Los Angeles County which has the largest participant population. CEC services are provided at a new location located adjacent to the company’s Long Beach Community Correctional Center in Long Beach, California.
“CEC staff are well prepared to serve the CDCR in Los Angeles County for all treatment and referral needs, in a joint effort to protect communities and help those reentering society. The ramp up of the program was a great success and we have been fully operational for over a month now,” said Dan Lane, California State Director at CEC.

CEC added over 20 new full time positions at its placement office for Program Area 5 that included administrative, clinical, fiscal, quality assurance, transportation, evidence-based programming fidelity and training staff who provide oversight and case management to oversee services for individuals referred into a network of 22 Los Angeles County community-based subcontractors. These organizations are located at 70 different sites throughout Los Angeles County and are responsible for providing a wide variety of reentry programming services that include individual assessments, case planning, case management, substance use disorder treatment, cognitive behavioral therapy, life skills, community and family reunification services, employment readiness and connections to transitional and full-time employment.
CEC expects its placement office will serve over 1,700 men and women annually. All reentry services will be provided in a variety of modalities, including long-term residential, outpatient, sober living, and detox. Evidence-based curriculum and programming will be utilized as specified by CEC and approved by the CDCR.
