The Columbiana County Jail opened in January 1997. This full service jail has two housing units consisting of seven pods for male inmates for sentenced and non-sentenced offenders. The jail additionally consists of one post with six pods for sentenced and non-sentenced female offenders. CEC additionally operates a minimum security (82-beds) misdemeanant jail (MSJ) for sentenced non-violent misdemeanors.

CEC provides jail/detention management services at the Columbiana County Jail. Within those services are included GED preparation classes, alcohol/drug abuse counseling, and anger management counseling.

The In-Sight drug education and awareness program is provided for both male and female offenders in addition to a hobby/craft program. A weekly religious service is provided for the inmate population and a volunteer chaplain visits the facility weekly.

CEC provides basic medical, dental, and mental health services for offenders at the Columbiana County Jail. Indoor and outdoor recreation is offered to the population.
