Reentry Management Team

Steven C. Tomlin, MHS, CAC, CCS

Senior Vice President of Reentry Operations

With over 25 years of experience in the fields of substance abuse, reentry and criminal justice operations, Mr. Tomlin is a recognized national leader in Reentry Services. An experienced authority on clinical and operational oversight, his current role encompasses service delivery and operational management of CEC’s expansive reentry network. Included in that network are licensed in-patient and outpatient services, work release, in-prison treatment, clinical oversight, training and alumni.

In addition, he serves as governmental liaison, working with local and national leaders shaping public policy on issues confronting the criminal justice system. Professional affiliations include; ACA, CAMA, APPA, MASCA, PAPPC, DASPOP, and National Association of Alcoholism and Drug Abuse Counselors (NAADAC). He also served as a charter Board Member of both PAADAAC and CAMA-PA. He is a PA Board Certified Chemical Addiction Counselor and Certified Clinical Supervisor.

Rachel Bickar

Vice President of Business Development & Marketing

Mrs. Bickar brings over 16 years of experience managing business and proposal development in the corrections industry for the private sector. She has led business development organizations in various roles and has a broad experience in competitive procurements, market intelligence, competitor history, customer/government relations and strategic planning efforts, leading to increased revenues and profits. Mrs. Bickar has a BS in Political Science from Texas A&M University.

Rodney Brockenbrough

Vice President of Reentry Operations, Eastern Region

Mr. Brockenbrough brings more than thirty years experience as an administrator in the corrections field. Prior to his position with CEC, Mr. Brockenbrough served as Deputy Commissioner for Operations for the Philadelphia Prison System (PPS). His experience includes operational oversight of secure facilities, supervision, budget administration, emergency preparedness management, food service, commissary and maintenance contracted services as well as a number of specialized units to include transportation, Honor Guard, emergency management unit, K-9 and others.

Mr. Brockenbrough holds a BA degree in Business Administration, having graduated Summa Cum Laude from American Intercontinental University. He has completed formal training with the National Institute of Corrections in conducting security audits, as well as attended multiple training courses led by the Pennsylvania DOC, American Correctional Association and American Jail Association. Mr. Brockenbrough’s past positions include work as the Warden of the Philadelphia Industrial Correctional Center where he is credited with the development and implementation of a number of protocols to reduce jail violence, and tenure as Warden of the Alternative Sentencing Division of the PPS.

Jordan K. Weisman, Psy.D

Vice President of Clinical Services

 

Dr. Weisman is a Licensed Clinical Psychologist in Pennsylvania, New Jersey, and Florida with over 20 years of direct care and administrative experience in the field of behavioral health. He has worked in both inpatient and outpatient settings, providing facility-based individual and group therapies and community-based therapeutic services to clients spanning the life continuum. Dr. Weisman employs a Cognitive Behavioral modality, with a specialty in the forensic assessment of adolescents and adults exhibiting severe behavioral dysfunction. Dr. Weisman has taught for the Rowan University Department of Graduate Psychology and has participated in numerous research studies funded by the National Institutes of Health and the Substance Abuse Mental Health Services Administration (SAMHSA). His research interests include the assessment and implementation of empirically validated treatment protocols.

Dr. Weisman received a doctoral degree in Clinical Psychology from the Philadelphia College of Osteopathic Medicine (PCOM), a Master’s of Science degree in Clinical Psychology from PCOM, and a Masters of Arts degree in Counseling Psychology from LaSalle University. He is a member of the American Psychological Association (APA), the Juvenile Justice Alliance, and the Pennsylvania Psychological Association (Fellow). Dr. Weisman was recently recognized by the Philadelphia Department of Behavioral Health and Intellectual Disabilities for his efforts in spreading the implementation of Evidenced-Based Practices.

Richard McCourt

Vice President of New Jersey Operations

 

Mr. McCourt brings more than 25 years of New Jersey Department of Corrections experience to CEC with his most recent position being Assistant Chief, Special Investigations Division at NJ DOC. He came to CEC in 2011 and has held various management positions at Tully House, Bo Robinson and Delaney Hall. Mr. McCourt received his BA in Law and Justice from Rider University.

Gary Hetzel

Director of Reentry Operations, Western Region

 

Mr. Hetzel joined CEC in 2014 as the Director of the Alabama Therapeutic Education Facility and was promoted to Director of Reentry Operations in May 2016. He is a 25-year veteran of the Alabama Department of Corrections and has served as the Warden of the W.E Donaldson, Easterling, and W.C Holman Correctional Facilities for the Department. He has extensive experience overseeing all operations of the maximum and medium secure facilities including the development and planning and training programs, implementation of administrative orders, and oversight of all medical and mental health contracts. Mr. Hetzel began his career with the AL DOC in 1989, when he worked as a correctional officer at the W.C. Holman Correctional Facility. He worked his way through the ranks, and from 2002-2005 worked with community release populations at the Loxley and Mobile Work Release and Community Work Centers. His territory for CEC will include oversight of all reentry facilities located in Alabama, New Mexico, Wyoming and South Dakota.

Anthony Carochi

Colorado State Director

 

Mr. Carochi brings over 30 years of experience to CEC in his role as Colorado State Director. He has an extensive background in correctional management in both the public and private sectors, with a focus on public safety, pre-release, reentry, and leadership development. Mr. Carochi has held senior management roles at nineteen State of Colorado Correctional facilities and four private contract prison facilities. He has been an advisor to Mexico on corrections programming for the United States Embassy on a wide range of policy issues related to United States contributions.

Prior to coming to CEC, Mr. Carochi served as Regional Vice President of JPay, Inc., and was previously employed at the GEO Group in Director’s roles. He began his career as a substance abuse counselor, and worked his way through the ranks of the Colorado Department of Corrections to Warden, ending his tenure there as Director of Prisons. Mr. Carochi holds a BA in Behavioral Science from Colorado State University.

Monique Hendricks

Director of Reentry Operations, Eastern Region

Ms. Hendricks has over 22 years of experience in government and has served in many different capacities. She started her career as a corrections officer in Philadelphia County. As a state management associate her experience includes project design and implementation for several governmental agencies to include the State Civil Service Commission, the Governor’s Offices of Administration and Budgeting, and the State Employees Retirement System.

In state corrections, Ms. Hendricks is credited with the administrative oversight of an automated case management system. As an Associate Director she had oversight of training for the PA Department of Corrections (DOC) Training Academy and, as a Regional Director, oversight of a five-county region for the PA DOC Bureau of Community Corrections. Prior to joining CEC, Ms. Hendricks brought her expertise to the private sector as an Executive Director.

Ms. Hendricks holds a BS in Administration of Justice from the Pennsylvania State University and a MA in Governmental Administration from the Fels Institute of Government - University of Pennsylvania. She has completed several distinguished leadership development programs to include the National Institute of Corrections and the PA Governor’s Leadership Institute for Women (LDI). Ms. Hendricks is a member of the National Association for Blacks in Criminal Justice (NABCJ) and the American Corrections Association (ACA).
