The Broad Street facility is accredited with the American Correctional Association (ACA).
CEC’s Broad Street facility in Philadelphia addresses the reentry needs of each individual offender and utilizes Community Education Center’s (CEC) continuum of care model that is proven to reduce recidivism. The CEC treatment model is derived from evidence-based research and is designed to best assist the offender in their transition back into the community.
Services include individual assessment services, and employment and housing assistance. Information and referral linkages for other services are provided to residents for counseling, medical services, substance abuse treatment and anger & stress management techniques.
Visitation Schedule:
Visiting hours for residents will be held on Saturdays and Sundays. Visiting hours will be as follows:
Saturdays:
Residents with last names “A – L” 9:00 am – 1:00 pm
Sundays:
Residents with last names “M – Z” 9:00 am – 1:00 pm
*Residents should communicate with visitors their phase status

Visitation Rules:
- All visits will occur in either the front lobby and will be monitored by staff.
- All property brought to the facility by visitors is subject to a search by staff.
- No visit may last for more than 1 hour unless previously approved by the resident’s case manager, the facility director or designee.
- All visitors must be pre-approved by the resident’s case manager and on their visitation list located in the security intake packet. If, after their arrival, a resident wishes to add an individual to his visitation list he may do so with his case manager.
- All visitors will be required to present photo id to staff upon their arrival at the facility.
- Residents are fully responsible for the actions of their visitors; any visitor who violates the rules of the facility will be immediately asked to leave, and will no longer be able to enter the facility.
- No convicted felons, or anyone currently on local, state or federal probation or parole may visit the facility, including former residents of the facility.
- All visitors must be properly attired; female visitors are not permitted to wear tank tops, spaghetti-strapped shirts, miniskirts or high-cut shorts.
- Only 2 adults may visit at a time.
- No contraband is permitted to be brought into the facility.
- No one under the influence of drugs or alcohol will be permitted entrance into the facility.
- All children under 18 must be accompanied by an adult.
- Weekday or special visits for cause need to be pre-approved by your case manager and/or the Facility Director and will be considered on a case-by-case basis.
Special Visits:
Special visits consist of clergy, lawyer, medical doctor, social service agencies, family members that are from out of town that need to meet with residents after non-visitation hours. You must fill out a resident request form with the name, relationship, time of visits and submit it to the Director or designee for approval.
Property Drop-Off:
Residents who wish to have property dropped off to them during the week must first have this approved by their case manager, the director or designee in writing. In the event that your case manager approves a drop-off during the week, the person who drops off the property will be required to leave the facility immediately after the property has been dropped off unless your case manager and Facility Director have given authorization for a visit.
