Contracting Agency: California Department of Corrections and Rehabilitation (CDCR)

Capacity: Provides placement services for over 5,000 parolees annually into Subcontracted Community-Based Provider services, including: Licensed Residential Treatment (LRT); Outpatient Treatment (OPT); and/or Sober Living Environment (SLE) housing.

CEC was awarded the STOP PA5 (Los Angeles County) Placement Office contract in 2014 and commenced operations on January 1, 2015. Based upon risk assessments administered by CDCR, parolees are referred for community-based service placement by CDCR thru the Parole Agent of Record to the STOP Placement Office. At STOP, CEC conducts an evidence-based panel of needs secondary assessments to confirm the appropriate placement for each parolee. STOP Case Managers work with each parolee to develop a comprehensive Case Management Plan and thereafter oversee each parolee’s progress in the community-based program into which the parolee has been placed for services. STOP Quality Assurance and Contract Compliance staff also ensures that the services delivered by each subcontractor remain contract compliant and that best-practices and fidelity to treatment modalities are maintained. The goal of the STOP services is to reduce recidivism and enhance public safety by providing safe and secure service modality environments to enhance the opportunity for offenders to successfully reintegrate into the community, remaining substance and crime free.
