Halfway Back: An Alternative to Revocation for Technical Parole Violators

Abstract

This paper examines a therapeutic technical violator program in the state of New Jersey called Halfway Back. Using a quasi-experimental, retrospective matched groups design, the study explores the impact of the program through a comparison of recidivism and incarceration costs among random samples of program participants and non-participants. Results suggest that program participants experienced modest though statistically significant reductions in new arrests over the 18-month follow-up period.

Abstract

This paper describes the most recent addition to the New Jersey Parole Board's continuum of alternatives to incarceration for technical parole violators (TPVs). In 2008, the New Jersey State Parole Board, in collaboration with Community Education Centers, a private correctional treatment company that partners with public agencies, opened two secure residential facilities called Regional Assessment Centers (RACs).
